Despite Google paying more attention to user signals and social media buzz, the links are still more important factors in website ranking.
According to Matt Cutts, the social factors are not going to be the highly important ranking factors for a long time. It seems like Google still uses links as basic factors to rank sites, even though the ingredients of the ranking system have changed drastically.
While the new algorithms are harsh on link builders and SEO-ers in general, in the background the links are still counted.
